Seoul is distinctive from a global perspective in at least three important respects：(i) it has the potential to emerge as a true center for the Northeast Asia region, (ii) it is an important example of how flourishing civil society can take root in what was an authoritarian state, and (iii) it is likewise an instructive example of remarkable urban growth and transformation. The question becomes one of how might Seoul capitalize on its unique to establish a global niche for itself? The purpose of this study is to create unique institutions that are truly international in their orientation yet located in Seoul.
Implicit in this study is a notion of hierarchy of cities that are interconnected on the basis of economic, political and cultural transactions. The study is to pursue a more demand-oriented approach through adaptation of a niche strategy. The key point made is that Seoul could be much more active in cultivating a meaningful regional identity, and doing so would in fact be the best means of establishing a strong global presence.
Two international institutions are recommended as a more recent and instructive exemple of how Seoul might seek to define and signal its horizontal niche in a global context in a cost-effective manner.
One is the Global Institute for Societal Transformation (GIST) under the United Nations University. The institute could be truly international in its composition and global in its breadth and engagement while using Seoul as its base of operations. It could work systematically build on each of the three distinctive qualities discussed above.
The other is Center for Northeast Asian Development Studies(CNADS). The proposed CNADS is intended to change the situation by stimulating world class research and related policy dialogues and knowledge dissemination regarding a broad array of contemporary economic, social and political development through the Northeast Asian region.
