The aim of this study is to set out a future research agenda on central-local relations which recognizes how the spread of new arrangements has changed those relations and how insights from the literature can shed light on those relations. In order to attain this goal, This study discuss three types of intergovernmental relations between the central and local governments and various issues that impact this working relationship. Define intergovernmental relations its refer to federalism into actions which mean that them political, social, administration and programatic relations between the national government and the other kinds of government like the urban and local government. So, the theorectical framework for the study is formulated from intergovernmental relation theory in the United States, England and Japan. The results of this study indicate the the role of central government is still important, however, there needs a cooperation among interest group of stakeholders including central and local government, and private sector. Also, this study stresses the need to understand central-local relations within the context of a wide range of factors, and how those relations have changed as intergovernmental arrangements have grown in significance. Finally, there is no doubt that central and local governments will play a stronger role in our society in the years ahead. In order to establish the decentralized cooperative relationship, it is necessary to eliminate the one way control system from central government to local government, and the interdependent horizontal relationship is needed.
