This article examines the limits of European multi-cultural policies presented as an alternative to cope with the problems caused by immigration. The multi-cultural policies to integrate immigrants into European society are normally based on three european tranditions: liberal multi-culturalism, republican assimilationism and ethnic assimilationism. But simultaneously European countries are renewing and reinforcing citizenship policies in the name of social cohesion or integration. The immigrants without citizenship, thus, are still excluded from political, economic and social rights and relations, though the multi-cultural policies being practiced in various levels. This means that citizenship is a dividing line between "inclusion" and "exclusion" of immigrants. The social exclusion of immigrants appears in various levels, from the direct exclusion such as employment, welfare, education, housing and culture to incursive exclusion like the ones from participation and relations. Especially, European citizenship is making the immigrants more difficult to be included in the hosting society, because it works as a sedonc barrier to the existing national citizenship. European citizenship, thus, is a peril one that can strengthen the existing social exclusion of immigrants. In the final analysis, the citizenship regime including the European citizemship are threatening the european multiculturalism, and can make the conflicts between europeans and immigrants more dangerous.
