The USFK relocation program has been delayed and made no progress so far since the program had begun 6 years ago. Thus, it is socially requested that successful completion of the Yongsan base relocatin plan should be in due course with minimization of tax burden on public. This study attempts to review outstanding issues and reasons of the Yongsan base relocation plan delay and to work out proper measures in a timely manner.
For this, this study made a comparison and review of the legislations; Acts on the relocation of military installation in general, and Agreements on USFK military installation relocation. Based on this analysis, the study performed an analysis of outstanding issues of the Yongsan relocation program. We came to the conclusion that most of the issues come from the limitation of legalities and permissibilities, followed by the limitations to the program management, roles and responsibilities, and securing the fund. Thus this study proposed alternatives to the fundamental problems in terms of legal, procedural, and managerial perspectives for the relocation plan.
