Public facilities have two conflicting ideas; public interest and increase of revenue. Therefore, local governments should be able to come up with a solution to sooth the conflicts. This paper attempts to improve the pricing method of public facilities managed by the local governments of Korea. The current method is not so well adjusted to the needs of Korean local governments facing the pressure of so-called user pays principle. This paper presents several examples of pricing of local governments in Japan this is due to the fact that the Japanese local autonomy system shares many aspects with Korea. This paper presents a formula and pricing process which aims to secure both ideas; public interest and increase of revenue. This formula suggests the adoption of the Activity Based Costing(ABC) methodology and a guideline by which governments share rate of fee with users. In addition, the central government has to design statutory requirement for the new process.

지방자치단체들이 공공시설을 늘리는 원인은 주민들의 활동(체육 및 문화 등)욕구를 충족시켜주어야 한다는 의미도 있지만, 중앙정부차원에서도 이를 적극적으로 추진하고 있는데 기인한다고 볼 수 있다. 이와 같은 공공시설의 운영에 있어 가장 중요한 것은 공공성의 실현과 경영의 자립화를 위한 수익성을 동시에 충족시켜야 한다는 것이다. 그러기 위해서는 공공시설에 대한 주민들의 욕구를 만족시켜야 할 것이며 효율적인 시설 운영을 통한 합리적인 수익성을 창출하여야 할 것이다. 그러나 대부분의 공공시설은 경영의 극대화 보다는 공공성의 실현을 목적으로 운영되고 있으며, 관련 연구 또한 그러한 경향을 보이고 있다. 그러나 자체수입으로 인한 경영의 수익성 확보차원과 관련해서는 다소 미비한 수준이다. 이에 본 연구는 자체수입의 확대를 통한 경영의 합리화를 위한 방안을 제시하는데 목적이 있다.
우리나라 지방자치단체 공공시설의 수입은 시설사용료, 광고비, 임대료 등으로 구성되어 있지만 대부분 사용료에 의존하고 있으며, 사용료에 대한 명확한 규정이 없는 관계로 시설사용료에 대한 민원이 계속 증가하고 있다. 따라서 공공시설물 사용료에 관한 가이드라인을 제시하고, 중앙기관과 지방자치단체가 직접 관리하는 주요 시설물들의 사용을 규정하는 명확한 법적기준을 마련하는 것이 필요하다. 이에 본 연구는 공공시설사용에 대한 활용 방안에 대해서 크게 두 가지 측면에서 살펴보았다. 먼저 공공시설물의 사용료에 대한 정확한 원가분석 방법(활동 기준 원가계산 방법)의 개선과 이를 통한 지방자치단체와 사용자(시민)간의 합리적인 사용료 분담기준에 관한 것이다. 이를 통해 지방자치단체가 관리하는 주요 시설물들의 합리적인 운영을 위한 현실적인 방안들을 제시하였다.
