Public facilities have two conflicting ideas; public interest and increase of revenue. Therefore, local governments should be able to come up with a solution to sooth the conflicts. This paper attempts to improve the pricing method of public facilities managed by the local governments of Korea. The current method is not so well adjusted to the needs of Korean local governments facing the pressure of so-called user pays principle. This paper presents several examples of pricing of local governments in Japan this is due to the fact that the Japanese local autonomy system shares many aspects with Korea. This paper presents a formula and pricing process which aims to secure both ideas; public interest and increase of revenue. This formula suggests the adoption of the Activity Based Costing(ABC) methodology and a guideline by which governments share rate of fee with users. In addition, the central government has to design statutory requirement for the new process.
