This paper analyzed the practice and condition of transactions between Naesusa(內需司) and Sij?n(市廛) in the late 19th century by comparing account books of Naesusa with the items supplied by Sij?n.
Naesusa, that is King"s own procurement agency, was composed of four offices called Sabang(四房). Naesusa‘s duty and procurement items were alloted to each office. Hobang(戶房), one of these offices, was in charge of procuring rice, bean, or hemp and cotton cloth by dealing at Sij?n, such as Hamij?n(下米廛). Ch?p’ oj?n(苧布廛), Chapkokch?n(雜穀廛), and My?njaj?n(綿子廛) in Seoul market. All of these four Sij?n supplied items to Hobang not in the capacity of individual shops but in the form of coalition called Tojung(都中).
Hobang had procured red-beans for Royal family continually until Kabo reforms(甲午改革) in 1894 by buying these from Chapkokch?n. The amount of red-beans delivered from warehouse of Hobang to Royal family exceeded what was warehoused to Hobang constantly since 1870s. This condition of structural budget deficit in red-bean account was caused mainly by the fiscal crisis of Royal finance. Therefore, Hobang could not help buying red-beans on credit. Credit sales made Sij?n, especially Chapkokch?n, be in need of funds.
The main reason of financial difficulties of Sij?n was the practice of transactions called S?njinbae-husuga(先進排後受價), which means "supply first and payment later". Credit account had become larger and more irreversible since 1870s and Hobang"s debt was not paid off even from 1894 to 1907. Although financial difficulties of Sij?n maintained, Royal family did not have any power to save Sij?n, its partner since the beginning of Chos?n dynasty. In fact, Royal family could not but exploit Sij?n during the fiscal crisis of Royal finance.
