The survey has following findings: the most important reason for the poor to work is to earn money for living; the hardest thing for them to find jobs is a lack of information; Small and medium companies hire the poor mostly driven by social responsibility and ask for more assistance from the government to increase jobs for the poor; The poor get information of employment mainly from the acquaintance while small and medium companies get the information mostly from the job information center run by the labor ministry; part-time jobs are favored by women and old people and not by the handicapped and young people; small and medium companies are ready to employ the poor on the condition that they are paid 20% less than the ordinary case; and small and medium companies showed an interest to employ the poor who finish vocational training programs.
The policy implication from the survey are the followings: employment policies should be different among the poor based on their particular conditions. For example the policies for the handicapped should be different from those for the old; the employment policies for the poor should focus on job creation; job creation for the poor should be accompanied by vocational training programs; to promote social responsibility for companies can be adopted as an important policy tool to increase jobs for the poor; and governance structure represented by multiple partners including NGOs is essential for efficient employment policies at a local level.
