As an increasingly large number of economies are undergoing a liberalization, a key question is how to go about the process to minimize possible economic and social costs associated with it. This is a pressing issue which policy makers in the concerned economies have to deal with carefully.
We study the implications of special economic zones in Busan-Jinhae, and attempt to draw some policy lessons for regional economic development. Establishing the zones has been the first and most crucial step that Korea took to reform and open its economy after financial crisis in 1997. Free economic zones served as a policy means in facilitation trade and financial liberalization, enhancing resource utilization, and promoting regional economic growth and structural changes.
Moving from a manufacturing-oriented to a service-oriented economy in Korea requires the development of global economic hubs for the international movement of capital, goods, and skilled labor within the national territory. A way to develop these global economic hubs is to build special zones in which the government provides preferential support, and greatly relaxes its regulations on business activities in order to attract international investment. This kind of economic rationality provides a background for the possibilities and limitations of development strategy for Busan-Jinhae Free Economic Zone.
