This study intends to review the practical English programs run by a national university of education for the past two years. The programs were supported by the Ministry of Education and Science with the goal being to train pre-service teachers to be competent primary English teachers. To achieve this goal our university designed and ran programs in the following four different areas: revising the English curricula and providing special English programs; establishing an administrative support system; establishing the infrastructure for English teaching and learning; and reinforcing the cooperative relationship with the related institutes. There have been some fruitful outcomes along with a few shortcomings in each area of the programs. The details of the program management and suggestions for further planning for English education are discussed in the paper.
