After the Imjin War(Imjin Waeran, 壬辰倭亂), the Peace overture between Joseon(朝鮮) and Japan(日本) is concluded wih the Sovereign's Message(國書) sent by Tokugawa Ieyasu(德川家康) and Joseon's responding Embassies to his Message. By the way, there was assertion that Ieyasu's Message forged by Tsushima(對馬) and in connection with this, controversy is old and still going on. "Sending the Sovereign's Message first means the surrender" is the cause of this controversy. This article doubts that "the consuetudinary law"(不文律) really existed and clears the cause that each Sovereign's Message's forgery(僞造) or alteration(改作).
The idea of "Sending the Sovereign's Message first means the surrender" came from the abnormal academic atmosphere of modern(Meiji, 明治) Japan. There was no reason that Tokugawa Ieyasu should not send Message first. But Joseon wanted to receive Ieyasu's Message first because of different political environment.
The alteration of King Seonjo(宣祖)'s Message was not in order to conceal the forgery of Ieyasu's Message. It was altered because its destination changed. Change of the destination to the new shogun Tokugawa Hidetada(德川秀忠) was intention of Tokugawa Ieyasu.
The argument over Tokugawa Hidetada's Message in Joseon Court utterly induced by internal political situation. The contents of Hidetada's Message was not a expression of the contempt. It was almost same as before (the Muromachi period, 室町時代).
However, on this account, the self-title(自稱) and the name of an era(年號) became an important matter between both countries that they didn't care about before. It was the moment that the structure of relation between Joseon and Japan changed.
