The understanding of chinese public administration can give us the useful information about institution, action, management, public policies, etc. It is suggested that Chinese public administration institutions can protect people sovereignty and basic interests and can fulfill its aims. Seeing the institutional characteristics of the Central Government, the State Council represents its characteristics and position by the executive of top power organ and the top administration organ.
The results of analyzing the State Council change(1949~2003) are as follows : first, the State Council apparatus has reshuffled to large or small width in every year from 1949 to 1966. From the Opening & Reform Policy in 1978, the reshuffling of State Council have been committed regularly, which can obtain the administrative autonomy and professionalism. Second, the number of the State Council apparatus is greatly fluctuated from 32 to 100. Especially, the numbers are reduced in the political and ideational periods. Third, the size of the organizational hierarchies is increased in more practical periods than ideational periods, which is correspond with the professionalism. Fourth, productive function has been the first ratio among administrative functions, which amounts up to 36%~54%. In addition, according to the transference to the socialist market economy change from the centrally planed economic system, the administrative functions of the State Council have been transformed into the executive(managerial) functions and integrated function.
Through this empirical analysis, the reshuffling of the State Council shows that the dynamic change feature and the drives of changes have been turned systems or public policies in the previous stage into market factor since the Opening & Reform Policy in 1978.
