Under local participatory democracy, the elected local council members are responsible for the delegate, agent or trustee in the way of the regional policymaking processes such as ‘enactment and abolishment of ordinances’, ‘review and approval of budgets and closing accounts’, ‘receiving citizens ’petitions’, and so forth. In this context, “questions and answers” to summon the executives and officials in the council meetings is one of the most important processes.
According to the study, Kyonggi provincial council has spent a huge amount of time in the “questions and answers”process. Thus, it may be regarded as the most crucial process among other council activities.
The study also shows that the quality of responses by the executives and officials depends on the quality of questions; the responses are developed and structured constructively as well in case of well-organized questions.
Therefore, to create the responsible and efficient system of local council, first of all, the local council needs to develop the process and procedures to find questionable items and develop the questions.
