The regulatory system must be different from that of a developing country in a developed country. Entry regulation plays a important role for the safety of commercial transaction, and it is more important in a developing country.
Korean government has pushed deregulatory reform through much difficulties for the past twenty years. However, too radical elimination of entry regulation produces serious side effects often. The plan of regulatory reform and its design, especially methods of the reform must be more thoroughly investigated and studied.
After the removal of some entry regulations, serious damage to public interest has been often caused by too many newcomers, and the cost for its recovery were high and the period of its damage was sometimes long. Therefore, The value of entry regulation has to be not ignored. New types of effective entry regulations, more market-oriented means, can be useful for the coordination of conflicts between public and private interests. Korean legal system must respect the diversity of economic legal order, and approve differences of economic regulations within a certain scope between several local governments. These differences may enlarge the selection possibility of market participants.
However, even after the deregulation, the task of public interest protection can not be given up, and post control of government must protect public interest in harmony with self regulation of private actors.
