Involving community residents in voluntary crime prevention will make them feel safer. With the active participation of community residents in crime prevention, real crime can be expected to decline as well. This study examines the realities of citizen patrol for voluntary crime prevention. And it suggests the methods activating citizen patrol. To achieve those purposes, survey was conducted, using questionnaires. Data were collected from 450 volunteers who were participated in citizen patrol in Seoul. The survey was conducted from September 7, 2005 to September 26, 2005.
The Basic theories of citizen patrol for voluntary crime prevention are situational crime prevention and informal social control. The key part of situational crime prevention is "reduce the opportunity" and "increase the risks as perceived by offenders". Rational choice and routine activities perspectives are important considerations for situational crime prevention. Resident participation in crime prevention establish informal social control. Studies of neighborhood crime prevention typically report positive results.
Major research findings are summarized in the below.
76% of voluntary crime prevention groups were maintained nine years or more. Among voluntary crime prevention groups activities, patrol within risk region is most, followed by protecting juveniles, stray children, runaway juveniles, drunken people. In addition to these activities, instructing disorder activity, arresting criminals, reoprting cirmes, removing the snow, assisting traffic control were conducted by citizen patrol volunteers. Citizen patrol volunteers are examined in terms of their socio-demographic characteristics. Members of voluntary citizen patrol groups more often are males, middle aged. With respect to participation motives, 'in order to serve community residents' is most, followed by 'in order to join community residents', 'in order to security of I and my family's life', 'in order to safety of I and my family's property'. With respect to individual effect of voluntary citizen patrolling, 'finding worth of voluntary service' is most. And With respect to regional effect of voluntary citizen patrolling, 'developing rapport with residents', 'reduction in crimes' reduction in jevenile delinquency' are most.
Based on findings in this study, it suggest several ways for activating voluntary citizen patrolling. With respect to organizational aspects, obvious goal establishment voluntary citizen patrol groups is needed. Prescribing qualification criteria for members of voluntary citizen patrol groups is needed. Limiting activities of voluntary citizen patrol groups is needed. We need to diversify and increase citizen patrol time. Putting on uniform is needed to visibility of citizen patrol. Exchanging among voluntary citizen patrol groups is needed. With respect to the method of increasement the participants, we need to diversify participants. We need to diversify recruitment methods. Activating financial support for citizen patrol is needed. With respect to police's support, police have to train up citizen patrol volunteers. Police must work in cooperation with voluntary citizen patrol groups. We need to improve citizen's attitude toward police. With respect to social aspects, providing incentives for citizen patrol volunteers is needed. We have to inform citizens of voluntary citizen patrol activites. Strengthening the ties among residents is needed. With respect to deveoping crime prevention program, various crime prevention activities are needed. Comprehensive crime prevention program dealing with background causes of crimes is needed. Developing evaluation program for voluntary citizen patrolling is needed.
