The Workers's Party(PT) of Brazil, a new type of leftist party with a strong radical profile, is now at the center of the Brazilian politics with its leader Lula as president of the country. The PT has long fought for the enhanced participation of the people in the decision-making process and enlarged benefits for the lower class. Experiences in the governing of the several municipal and state governments have revealed inherent dilemmas of a radical party in power in a conservative society.
This paper analyses four cases of PT government, cities of Diadema and Sao Paulo, and states of Espirito Santo and Brasilia, focusing on the conflicting role of the PT both as a ruling party with its focus on governability and as a radical party with its emphasis on movement and change.
Examination of the four cases show that experiences of PT government have been diverse and that the PT has been faced with conflicting roles in three different dimensions. First, the PT‘s committment to the lower class was divided over the issue of role of mayor toward its citizenry. The party machine wanted the PT mayors to be more partisan and classist while mayors preferred to be mayors of the whole citizen refusing to give preferential treatment toward the demands of the workers in the public sector. Second, the PT governments had been torn between the conflicting pressures, that is, the pressure to push ahead with movement oriented policies, on the one hand, and the pressure to provide competent administration, on the other. Finally, the PT had to choose between the compromise with the opposition in the legislature which would ensure credibility as a ruling party and the struggle against existing power structure by mobilizing grass-root forces which would fulfil its role as a transformative force.
The nature of the dilemmas is not easily escapable as long as the PT pursues two opposing goals, that is, an institutionally competent party that can offer governability based on the electoral support of diverse social groups and the smooth relationship with the opposition, on the one hand, and a historically transformative party that encourages mobilization of the people and pushes for the redistribution of the resources toward a lower class, on the other.
