In the not-too-distant future, Korea and China are expected to begin negotiating a free trade agreement that faces numerous political obstacles. This paper examines the South Korean political context for these negotiations. The focus will be on the leading stakeholders-both institutions and actors. Korea's chief executive and the executive branchare the prime movers in international negotiations. Also important is the role of the legislative branch in the process of ratification. An international agreement must receive legislative support for ratification, and that prospect in turn will affect what kind of FTA Korea's negotiators will be able to successfully deliver to their Chinese counterparts. This paper is an initial foray into the political dynamics of FTA negotiations in Korea.
Afteryears of joint research into the feasibility and effects of a free trade agreement between South Korea and the China, the leaders of the two countries have publicly stated that they are committed to what potentially will be a long process of negotiation. South Korea recently has been moving forward with free trade agreements on a number of fronts, though perhaps no other agreement carries such tremendous political costs as an agreement with mainland China. A Korea-China FTA has the potential to reshape the political and economic landscape of South Korea in ways that an agreement with no other country - including the United States - can.
This paper examines various political issues related to the negotiation of a Korea-China FTA, including the political climate, objectives, processes and outcomes related to the negotiations. Free trade agreements are political agreements; they require the marshalling of political resources, the expenditure of political capital, and they are negotiated to achieve political objectives as much as economic objectives. With that in mind, this research will not focus extensively on the potential economic benefits that might accrue to either country from a Korea-China FTA. Others, such as the Korea Institute for International Economic Policy (KIEP), have done exhaustive studies to analyze what the overall effects would be on the economies of the two countries, as well as the effects on specific economic sectors. This research will, however, address some of the potential political fallout from an agreement as it affects South Korea, especially damage to different economic sectors that possess a comparative disadvantage to sectors in China.
