This paper examines the prospects for FTA between Korea and Japan. To do so, we first identify the beneficiary and injured industries from the formation of FTA with Japan. From the perspective of Korea, the chemical, leather, and textile industries are likely to be beneficiaries while the machinery, scientific instrument, and transportation industries would suffer most from the formation of FTA with Japan.
Given this evidence, a political economy approach is adopted to infer the prospects of the formation of FTA between Korea-Japan. Since the FTA would push Korea to specialize in the relatively labor-intensive industries, Korea would suffer from the lock-in effect of inferior technology. Notice that the beneficiaries (industries) exhibit low wage and low skilled industries, fierce competition from other LDCs can be expected. In this case, the unit profit can be competed away and this would lower the size of gains from the FTA with Japan for Korea. The low expected benefits and high costs from this policy would lead the injured industries to oppose strongly against the formation of FTA. In doing so, they may utilize the anti-Japanese sentiment to support their stance against this policy. This possibility, in fact, can drag the negotiation process of FTA and even spoil the formation of FTA between Japan and Korea.
