The purpose of this study is to review and discuss the major issues of WTO trade facilitation and to suggest appropriate negotiation strategies for Korea before expected adoption as one of WTO's new trade agenda.
With the rapid advancement of information technology and transport infrastructure, the importance of e-Trade will stand out in WTO trade facilitation talks in the coming years. In particular, as the standardization of information requirements and simplification of trade procedures, which are prerequisite for the implementation of e-Trade, advances, the core issue in WTO talks will be how to introduce the e-Trade system at the national level and how to harmonize and interconnect different e-Trade systems globally.
By the result of study, this paper suggests some policy implications. Firstly, Korea should take initiatives in constructing global e-trade through the harmonization and interconnection of its EDI system with major networking trading partners such as Japan and China. Secondly, Korea should export its accumulated experience and knowledge in the development and establishment of EDI systems and trade automation. Finally, Korea should participate actively in regional and multilateral talks on trade facilitation, taking initiatives in setting e-Trade related international rules and implementing a global e-Trade network.
