The Participatory Government's electronic government project has contributed to the innovative performance as a major instrument for the innovation. Most evaluation about electronic government is focused on the technical performance, so that researches are few with organizational and procedural perspectives. Therefore, this paper was intended to analyze the goal and strategy in the participatory government's electronic government project. In order to evaluate the driving process and strategy, strategy evaluation and policy process analysis is used. That is to say, setting up road map, implementation process, project goal, driving system and micro strategy are investigated under these analysis frame.
Through the survey for civil servants related to the electronic government project and interview with professionalist group in the field of electronic government, the problems in the process of e-government project are shown and ultimately next administration's plan is intended to be suggested.
As a result of analysis for the properness between goal setting and instrument, the connection between goal and instrument was established well and task setting and priority decision were also appropriate. The centralized structure for the project was evaluated positively, the conflicts between departments were considered as a obstacle for promoting the project smoothly. As for the way of budget allocation, there was different thought between supervising department and supervised department.
Generally, after the evaluation about the electronic government project's process and strategy it was shown that setting the efficient driving system and establishing efficiency in the budget allocation are required to be improved. In addition, the mediation agency for solving the conflicts around the role and authority should be prepared and flexible device for the budgeting is also requested.
