As early as the Great Hsien-tsung(惠宗, reigned 806-20) had ascended to the Emperorship, The Province of Li Zheng-Ji's Family-P'ing-lu Army(平盧軍)-and Three Hopei Provinces(河北三鎭) at the time were well-known Anti-T'ang Provinces. These Three Hopei Provinces surrendered themselves to Tang's authority as their political and military power became weaker. But After the Emperor passed away, these Provinces revived their power. On the while, the Province of P'ing-lu tried to confront T'ang's army. Eventually, the Province was destroyed by Hsien-tsung's army.
This article is to explain one of the reasons why P'ing-lu Army could not but confront the Emperor's army. Gao Mu(高沐) was a higher bureaucrat of P'ing-lu Army, who had insisted that the P'ing-lu Army should compromise T'ang Empire and after this, they have to have a co-existence without struggling each other.
As Emperor Hsien-tsung tried much more offensively against P'ing-lu Army, the latter had been divided into two factions. One was moderates who insisted P'ing-lu Army should compromise T'ang Dynasty, other was extremists who insisted they had to fight against T'ang's army at the end of their endurance. Gao Mu, a moderate who taken a superiority against extremists, was killed by extremists, and thereafter, Gao Mu's followers were prosecuted. And so, In October 814, Hsien-tsung started to attack the Province of Huai-hsi(淮西) and P'ing-lu Army also had began to interrupt this attack.
And in October 817, the Province of Hua-hsi had been given up by Hsiens-tsung's army. Therefore, Three Hopei Provinces surrendered voluntarily to Hsien-tsung. At that time, P'ing-lu Army was divided on whether fight or not, and the still survived moderates suggested immediately compromise with Hsien-tsung. Some moderates could not but be sacrificed in this internal struggle. Now, the extremists of the P'ing-lu Army started to fight against Hsiens-tsung's army. And finally the Emperor got the victory over P'ing-lu Army.
