Hung-lu ssu is the official institution which handled Foreign-related business in Tang. Hung-lu ch'ing, the head of it, externally acted as envoy and carried out military affairs. We can know that mostly he worked actively as an envoy from Gao-zu to the early of T'ai-tsung and did only the military activities from the end of T'ai-tsung to Kao-tsung. This is seen that Tang changed the foreign policy from the investiture of foreign kings by the Chinese emperor to the aggressive ways through conquest and control. We can examine again his envoy activities from 696 when Turk was reestablished and resumed diplomatic relations with Tang. But he went only on the envoy's way to Turk unlike one of the nation's earliest days and was dispatched temporarily. Although he succeed in envoy activities, they didn't related with promotion to public office. This fact was interpreted as not given more weight to securing and training the diplomatic experts, and to diplomacy through envoy. In conclusion, he carried briskly out diplomatic activities as envoy in the period to achieve the unification of the whole country or to overcome political and economical contradiction and confusion. Hung-lu ssu, however, weakened as the organization in charge of foreign countries and he was responsible for military conquest activities after internal unification and stability were constructed. Because Tang should attempt to expand to a foreign countries and realize world view centering on China.
