It is not too much to say that the software industry is defined as an industry with de facto entry barriers set up by only a handful of global incumbents from advanced countries. Nonetheless, success stories of those countries such as India, Israel and Ireland suggest that it is not impossible for entrants to penetrate into world market Since the rapid development of the Korean IT industry is sustained mainly by the unbalanced growth skewed towards the hardware sector, software sector has failed to produce satisfactory outcomes to date both in domestic and export markets. As the domestic IT market turns out lingering to grow recently, not surprisingly, a ground swell of attention is building up on the necessity of the export promotion and the government's role in the typical high-value-added industry, namely, software. However, the export promotion policy measures in Korea today are not sufficient enough to satisfy the private sector's needs from such viewpoints as content, scale and effectiveness.
In this context, this paper analyzes the export promotion schemes of software industry both in Korea and major foreign countries. Consequently, it briefly presents policy directions for the export promotion of the Korean software industry on the five respective subjects, that is, cultivation of manpower, technology development, enhancement of rules and systems, establishment of foreign business network and financial support.
