Since 1990s, the OECD member countries have continued to transform their governmental affairs as the service-delivery function into Executive Agency. In line with these many OECD countries reforms, the Korean government also changed the Driving License Test Center(DLTC) into the system of Executive Agency for the first time as of January, 2000. This study was aimed to not only suggest the theoretical framework of the performance indicators that is adapted to measure the DLTC, which is transformed into Executive Agency, but also develop indicators in following three dimension.
First, the domain of effectiveness has relation with ultimate goal of DLTC in reference to road-traffic safety.
Second, the domain of efficiency has relation with task of DLTC in reference to organization, core-outcome and work volume and so on.
Third, the domain of responsiveness has relation with service quality of DLTC in reference to an extent of client satisfaction.
