Members of National Assembly try to change the structure of local administration in order to increase efficiency of local government. This project has a critical influence on local autonomy and decentralization of national function. According the project of national assembly “Do” shall be abolished and 234 “Shi” and “Koon” shall be merged into 60-70 integrated city. The problems of this project are examined in this Paper.
If “Do” is abolished, the central government has to take care of a part of fuctions of Do and the burden of central government will increase. Through this project the situation of centralization will become more critical. This result is against politics of decentralization, which is fixed on the law of “the special law of decentralization”.
If 4-5 Shi and Koon merged into 1 integrated city in order to make its population around one million, the idea of near Government through local self-government cannot be realized. The scale of korean local government is big enough to reach economies of scale. It is also against the politics of decentralization. The project of national assembly will bring bad results and should be quitted.
