Decentralization bas been one of the most dominant issues In the realm of Korean public administration. There must be a trade-off between democratic values and efficiency in decentralization, and democracy has been more emphasized than efficiency. Decentralization is composed of administrative, political and fiscal decentralization. Out of the three, only political decentralization is activated. There still remains a question of whether local governments became more efficient after the implementation of decentralization. This paper attempts to compare the efficiencies of local governments in 1996 with those of local governments in 2001, thereby testing the impacts of decentralization on local governments' efficiencies utilizing data envelopment analysis (DEA) with a sample of 50 localities ..
Traditional performance indicators expressed as ratios are helpful in accessing individual aspects of performance. However, different indicators often present different views of performance and provide little indication of overall performance. Data Envelopment Analysis (DEA) is a relatively new "data oriented" approach for evaluating the performance of a set of local governments. The results of the DEA indicates that overall efficiencies of most of the localities in 2001 has declined in comparison with those in 1996 even after decentralization. The implications of the research result are that if administrative and fiscal decentralization were not realized and activated, improvements in efficiencies are not likely to be expected.
