This paper introduces the central government’s policies for the promotion of public transport, based primarily on the 「Act on promotion of the public transport and encouragement of its use 2005」which was publicized on 27. 1. 2005.
Korea characterizes narrow spaces, high density of population, majority of hills and mountains, lack of energy resources. These topographical nature of the country and the recently enforced Koyto Protocal leaves us no choice but to focus on Sustainable Development (EST : Environmentally Sustainable Transport in terms of transport)
In this vein, the public transport promotion policies have been introduced.
The 2005 Act is mainly categorised into three parts - Transport Promotion Planning; Financial and other kinds of support; Evaluation of transit policies, and business management and service.
Planning part includes i)Public Transit Structure Plan(national) and the Local Public Transit Plan ii) Planning Public Transit Facilities in large scale development projects. Supporting part consists of i)giving priority to the transit ii) encouraging the workout of transit industries iii) other finalcial supports for introduction of low floor buses, BRT(bus rapid transit), etc. Evaluation part is about the transit policy and business management and services.
The act will be effective on 28 July 2005. The government shall prepare for the smooth effectuation of the Act 2005 by enacting the relevant presidential decree and ministerial ordinance timely.
