The unsustainable level of African debts has placed severe constraints on the economic growth and development of the continent and becomes a serious menace to human security. However, discussions on the debt solution has assumed an incompatible aspect of "Debt Relief' and "100% Debt Cancellation between HIPC Initiative and Jubilee 2000 without a substantial solution of African debts. A multilateral debt scheme of HIPC Initiative led by IFIs, the World Bank and IMF, has been questioned its effectiveness as creditor countries took a negative attitude toward debt relief and failed to implement their promises. Jubilee 2000, which contributed to spread awareness to the seriousness of excessive debt burden of HIPCs and gave pressure on creditor countries and IFIs, also revealed a lack of capacity to drag debt cancellation and establish a new independent framework.
Under the present condition, the combination of NEPAD led by African leading powers and the US policy towards Africa has provide a new approach to the African debt solution as NEPAD made a very realistic and neo-liberal choice to perform political and economic reforms in order to eradicate poverty, halt marginalization and enter the global economic system and the US has been devising a positive foreign policy to expand its political and economic influences in Africa in the respect of a tremendous purchasing power of I billion population, natural resources as well as 'axis of evil' and terrorism in the northern and eastern part of Africa.
