Ten years period following the Japanese annexation of Korea is usually titled 'period of military government' to stress the ruthless and barbarous rule of the two governor-generals, Terauchi(寺內正毅) and Hasegawa(長谷川好道). But it must be remembered it is also the period during which various measures was taken to restructure Korea to serve Japanese imperial purposes. bringing great changes to entire Korean social structure.
The primary concern imperial Japan has for Korea was militaristic one. The strategic value of Korean peninsula as a bridge to the Chinese continent was so widely known among the high officials of the Meiji Government that every measures taken by Japan in Korea ever since were in the order of military importance. This kind of consideration explains clearly why only Army Generals served as Governor-Generals in colonial Korea. Terauchi who served as the first governor-general was one of the most typical proponent of Japan's expansion into the Continent, and that shows why every projects propelled by him is dyed with militaristic tones, as represented by the building of railway network during his term.
At the same time various measures was taken to incorporate Korean economy into that of Japan. Japanese monetary and measure systems was introduced to ensure free work of Japanese capital. The economic value of the railway system which was important militarily was also very high, being one of the most important components of transportation system. As a result of these measures, Korea resembled Japan so much as to be called 'Little Japan'. This kind of resemblance was especially striking in the field of economy, showing where Japanese concerns were placed.
Glossing over all the aims of their projects, Japanese rulers propagate them as projects to 'civilize' Korea. It was possible because those measures and the changes that followed as results all appeared to be 'modern' ones. They pictured themselves as a 'big brother' helping their poor little brother, Korea, get away from the evils of the ancient regime, leading them eventually to the utopia of 'civilization', So they arrogantly urged Koreans to follow their lead without a word of complaint.
But the plundering nature of these projects, not mentioning the violence with which they were carried out, couldn't be covered up completely. March First Independent Movement in which literally all Korean nation took part was the clear manifestation to their unsatisfaction with the civilizing projects of the Japanese rulers.
To suppress Korean resistance, Japanese resorted to naked violence. Gendarme Police System was the symbol of their violence, the members of which not only securing the general order of the society but watching everyday life of Koreans. Gendarmes were given much more discretion to punish Koreans with such barbarian penalty as flogging if Koreans disobeyed their instructions.
Thus enforcements of various projects to restructure Korea into military base and incorporate her economy into that of Japan with all those various propagandizing efforts to picture them as civilizing ones and the resort to violence to enforce them would be enough to be called the characteristics of Japanese colonial rule of Korea in 1910s.
