The “Developmental State Theory” has been very useful to analyze effective and rapid economic growth in Japan as well as new industrializing economies(NIEs) including South Korea, Taiwan and Singapore. The theory emphasizes capacity of an autonomous state which is free from social interest group and of mobilizing national resources for economic growth. The era under the Park Chung Hee Administration is one of the outstanding cases for the developmental state theory, as Amsden illuminated.
However, there are serious problems in the theory, given the fact that there are several parts which existing literature has not been paid attention to; 1) lack of capacity to response reasonably to economic crisis which had been created by the developmental state, 2) lack of means to create social consensus, like democratic system, fair distribution and so on, and 3) lack of autonomous capacity from external intervention from core countries. In that sense, the developmental state theory should be revised or replaced.
