This paper examines the political communication and its mechanism in the reign of King Sejong. First, the political communication of Josun Dynasty is characterized by its ambivalence. Politics of Josun attached importance on the public opinion in the one hand. But, it was antagonistic extremely by party struggle in the other hand. Moreover, there was the harsh strain between the communicative Confucian intellectuals and authoritative king as Josun’s political legitimacy originated from two authority of Confucian(道統) and King(王統). This duality was caused by New Confucian theory which recognized politics as the sphere to realize truth and the independence of Office of the Inspector and Censor General.
Secondly, the political communication was very limited in the era of early Josun Dynasty because her political situation was unstable. King Sejong was strict to political criticism too. But, he did not oppress just speech. On the whole, he was very generous. He decided most affairs of state through deliberation with his officials. It is proved by that he recovered State Council(議政府)’ competence of approval to affairs of state. King Sejong was the best communicator. His marvelous achievements seems to have been possible for his communicative ability, because it created a mood of trust all over his kingdom.
