This article compares leadership style of King Sejong(1418-1450) and King Sejo(1455-1468) in the view of deliberative politics. Deliberative politics was designed Confucian intellectuals who believed the appropriate process will help minimize the anxiety and work out a reasonable alternative.
So geongguk-daejon, the statecraft law of Joseon dynasty, guarantees the privilege of exception from liability for the Eon Gwan, the officials who were authorized to criticize the King’s words and deeds. Joseon dynasty put emphasis on the fair and cautious process of policy decision through periodical court conferences in which critical debates on the political agenda were guaranteed, all these were the results of systemizing the opinion politics.
Deliberative politics, however, may be an factor declining efficacy of decision making process in wartime. As Tocqueville put it, with special reference to democracy, conduct of war demand scarcely any of those qualities which are peculiar to deliberative politics.
I investigated two kings’ decision-making cases of "Pajeo-gang" expeditions. King Sejong, in 1433, sent the expedition army against Jurchen people living in "Pajeo-gang" for retaliation. King Sejo also in 1460, sent the expedition army. King Sejo, as a result, performed better in military operations. I concludes cautiously that open public discussion could not be the effective means.
