The purpose of this study is to design listening and speaking's teaching materials. For this purpose, we investigated the problems of current listening and speaking's elementary textbook. It has three main problems. First, it chiefly focuses on individual listening and speaking. Second, it lacks active and voluntary participation of students. Third, it only puts emphasis on the verbal purposes.
To solve these problems, it needs to constitute the listening and speaking's teaching materials centering on communication. First of all, the beginning of its design plan is to select and organize the educational contents. And then it brings linguistic data of real life. At this time, teaching and learning methods to connect the contents and linguistic data become the important element of listening and speaking's teaching materials. Also, it weightily considers the media that delivers the contents and methods. And it thinks over the formation of student's participation.
