This paper is intended as an investigation of the dynamism between preservation and utilization of "cultural landscape" through the case of ShiroyonenoSenmaida(thousands paddies of Shiroyone) located in Wajima city, Ishikawa prefecture, Japan. Recently, terraced paddies have become very popular because of environmentalism and traditionalism, which bad been caused by two global institutions: the World Heritage and the World Trade Organization. First, in 1992 the World Heritage committee introduced "cultural landscape" as a new category of heritages, which promoted to designate heritages belonging to both natural and cultural, such as terraced paddies. Second, the World Trade Organization, established in 1995, tried to abolish non-tariff battier, which changed the Japanese agricultural policy fundamentally. The Japanese government tried to promote the "multi-functionality" of rural villages and praised terraced paddies as an ideal agricultural form. However, because most of terraced paddies are located in rural villages that often suffer from depopulation and aging, governmental supports for agriculture, tourism and heritage are not enough to sustain agricultural condition. We should keep away from general "Cosmetic Agriculturalism" and observe unique problems which each rural society are faced to.
