It is self-evident that Korean public administrative environment has been changed in terms of its quantity and quality as well. And it is true that the pursuit of quantitative development and expansion have caused a lot of social pathological results and distrust. So it is needed to present some directions to develop along with changing environmental factors.
My effort here is therefore to show reformative ways in public administration in Korea. First of all, it is reduction of the governmental institutions which has been only expanded quantitatively so far. Secondly, it is reallocation of the overlapped operational functions so that separation of responsibility and authority can be more vividly emerged. Thirdly, it is appropriate delegation of central authority to its sub-level institutions. Fourth, it is making an more organic entity of public administrative organization to adapt to its continuously changing environment. Fifth, it is development of human resource management strategies in order to arrange the right civil servants in the right places.
These problems to be solved are focusing upon actualization of the values of the Korean people as they desire.
In this paper, I will deal with some better directions for the on-going Korean public administrative reformation based upon relevant relationship between changing environmental factors and public administration itself as they cause Korean people's needs to change and new needs emerge as well.
