In this study, the case of the National Education Information System (NEIS) is used to illustrate the process by which technology is institutionalized. "Social shaping of technology (SST)" is the theoretical perspective of this paper. The SST challenges technological determinism which has many defects: (1) it is tilted toward a technology-centered view of history and has served the function of rationalizing monopolistic selection of technologies and technological institutionalization by particularistic groups in power; (2) it has imposed and spread the notion that technology is value-neutral, thereby harming the development of a system that can allow rational inputs from diverse social constituents; and (3) it discourages in-depth discourses on the social context of technology formation. In sharp contrast, the social shaping of technology (SST) is an antithetical proposition that emphasizes complex transactional conditions that affect social actors as they interact for technological development and institutionalization. In other words, the SST emphasizes the existence of political selectivity that shape continuous negotiations among interest groups as they compete for the implementation of their own versions of technological contents, development, and institutionalization. From the perspective of this research, discourse and action strategies are the crucial factors that outline the context of technological formation. This means that the reality of technology, which is a social construct, is not dictated by a developmental logic internal to technology. The NEIS is a good case in point that illustrates and supports the SST. Because of the intervention of the social context, the original NEIS plan was substantially amended to opt for a very different set of systemic attributes including structure, information subject to management, and operation method. An important implication of this study is that it is necessary to free society from the monopolistic system of technological decision-making as society strives to secure the technological foundation of participatory democracy in which social consensus has a true say in the institutionalization of technology.
