The development of social capital within a contemporary fragmented society has recently attracted interest from policy-makers and academics in theory and practice of social science. However, there is little study on the way in which social capital is built through collaborative planning processes in Korea. In this context, this study is aimed at reviewing the concept and theoretical background of social capital, examining conditions and approaches for building social capital within a Korean context, and suggesting policy implications.
The result of this study suggests that the tasks of planning for building social capital should be as follows: Firstly, it is necessary to increase both transparency of plan-making procedures, and understanding and collaboration through interactive communication between planners and citizens. Secondly, it requires participatory action research, organizational learning, dynamic systems analysis, and communicative action. Thirdly, Korean planners should pay special attention to the promotion of stakeholder's participation, communicative approach, assessment of social capital, planning education for reflective practitioners.
