There were certain very special officials that could be named Jokwannaesi (朝官內侍) in Kory? Dynasty. Though they belonged to the offices of government, they were the dispatched ones who actually worked for the Naesiwon (內侍院) in the palace. These Jokwannaesi consisted of civil officials, military officials and Kw?nmukwan (權務官), but most of them were civil officials.
However, only the officials under Jongsampum (從三品) could be Jokwannaesi. Therefore Jaechu (宰樞) over Jongeepum (從三品), S?ngs?n (承宣) and Yugbusangs? (六部尙書) for J?ngsampum (正三品) were exceptions. Further the officials under Jongsampum (從三品), Daekwan (臺官) of ?sadae (御史臺), Nangsa (郎舍) in Jungs?munhas?ng (中書門下省) and the Haksa (學士, scholar) of Hallimwon (翰林院) couldn't be Jokwannaesi ether. That's why they were all attendant officials. In the Kory? Dynasty, there was a convention that attendant officials couldn't become Jokwannaesi.
The Jokwannaesi carried out various affairs. First, each Jokwannaesi always had unique duties that were accompanied by his position. And, sometimes they had to play the role of domestic messenger, diplomatic mission, reporter to the king, and master of ceremonies. The former can be called 'Usual work' and the latter 'Temporary work'.
The activities of Jokwannaesi contributed to the reinforcement of sovereign powers by making the king hold real power for the national administration. But with this we can't draw a conclusion that the Kory? Dynasty ran with absolutism. As we mentioned above, excluding Jaechu, S?ngs?n, Yugbusangs? and Daegan (臺諫, Daekwan and Nangsa) from the Jokwannaesi meant that the political power of the nobility was considerable at that time. Especially, eliminating Daegan was very meaningful. This contains the purpose of restraint on the King's power : Finally, we can evaluate that the system of Jokwannaesi was the result of compromising between the King trying to strengthen his power and the nobility trying to restrain it.
