In 1903, a high police official published a book called Tai-fong-tza-chi (臺風雜記) which included 110 essays concerned with Taiwanese folktraditions. This is the first book on Taiwanese folklore written by a Japanese government official during the Japanese occupation in Taiwan. The author is Magozo Sakura who carne to Taiwan at the very beginning of Japanese occupation in 1895. He stayed in Taiwan for three years willie he worked for the colonial government. He wrote these essays when he traveled here and there in Taiwan in the purpose of his work. He not only wrote about what he had seen, heard, and experienced, but also what he had thought about the exotic way of life in Taiwan. More importantly, he made comparisons with his own Japanese culture and civilization, and sometimes made suggestions to the government authority for the purpose of colonization of Taiwan.
Since this book was written in classical Chinese, we can see that the target audience included not only Japanese colonial government officials who were usually intellectuals who might have studied classical Chinese as well, but also Taiwanese people who could read classical Chinese at that time. These 110 essays, each followed by some short commentary remarks written by Mr. Sakura's friends, three Japanese, and one local Taiwanese, provided lots of information about Japanese traditions and customs and contrasted with Taiwanese ones. The purpose, the attitude, the style, and the underlying logic of Mr. Sakura's writing will be analyzed in order to understand the meaning of the very early Japanese colonization of Taiwan at the tum of the nineteenth century. It was not simply the encounter of two cultures. It was a delicate claim for the new territory of their colony.
