This study focuses on two propositions. The first proposition claims that the most important meaning of the 5ㆍ16 military coup d'etat can be found in the fact that it constitutes the decisive momentum for the birth of the first full-fledged industrial regime in modern Korean history. The second proposition holds that there is a strong elective affinity between the proper functioning of the 5ㆍ16 Industrial Regime and authoritarian politics in Korea.
In relation with the first proposition, this study emphasizes the critical importance of industrialization as it constitutes the prerequisite condition for building up the modem nation state. With this recognition, Korea had exerted constant effort to build up its industrial economy during the 50's. However, this study notices that the powerful backward oriented factors such as the consolidation of the rent-seeking alliance and Syng-man Rhee's rigid and dogmatic leadership hampered further industrialization. The 2nd Republic government endeavored to industrialize the economy. But this endeavor was doomed to fail as the weak liberal 2nd Republic government was enable to provide basic political and social stability. This study demonstrates that it is only after the 5ㆍ16 modernizing elites eradicated backward oriented factors and secured stability and certainty that the Korean economy began to experience its historical big push toward full-fledged industrialization.
In relation to the second proposition, this study holds that the displacement of a rent-seeking alliance by a developmental alliance as well as the disposal of the weak 2nd Republic government was beyond the capacity of liberal political power as that liberal political power easily fell into the hands of society or partisan interests. Based upon this observation, this study argues that the proper functioning of the 5ㆍ16 Industrial Regime is logically as well as practically related to authoritarian politics.
