During the Rhee and Park regime, political corruption was a serious liability and almost all the major political violence involves this issue. There are two focal points of mass political protests in the political corruption. The first and most critical one involves illegality in political funding of the ruling elites. The other, less significant in terms political protest, is bureaucratic corruption.
Though the political corruption is an internal process of Korean politics, external input in it has been substantial. Indeed the major source of political funding of the Rhee and Park regimes was American aid, both economic and military. Under Park, American direct aid began to dry up, and the corruption was concentrated on foreign loans, either Amrican or Japanese government or commercial. The diversion of foreign aid and investment funds into the political funding was the critical issue during the Rhee and Park regimes.
