This paper examines the dramatic political development in Germany between the periods of May 1945 and September 1949. In 1945, following Germany's surrender and the end of World War Ⅱ, the nation confronted the occupation by the Allied powers.
The Allies had previously agreed to partition Germany and establish a military administration, and had also discussed the issue of reparations for damages suffered during the war. Germany was placed under the authority of the military administration, which was supported by an Allied military force made up of soldiers from the United States, Great Britain, France and the Soviet Union that was stationed in Germany.
With the advent of the Cold War, the future of Germany was tied to the relationship of two camps: 1) the US, Britain and France; and 2) Soviet Union. Accordingly, Berlin was split into two separate zones, with the east marking the communist-controlled area and the west comprising the democratic zone.
The Soviet military administration then formed a communist government with a command economy in eastern Germany. This formed the foundations of the Deutsche Demokratische Republik (DDR), formerly East Germany.
By contrast, West Germany chose to establish a federal republic based on a system of democratic federalism. The Federal Republic of Germany, Bundesrepublik, was founded afterward and integrated into West Germany.
Under the military administration, Germans formed political parties and political organizations and began participating in political activities.
This paper will examine the process by which these political parties formed and developed in Germany under the military administration.
