This study was focused on Broadcasting Program Rating System, having been applied since the last November in 2002 and examined its present status, weak points, and effectiveness. The rating system is executed for five genres including imported foreign drama, music video, animation, movie, and TV drama under the name of protecting children and adolescents from violence and obscenity and encouraging them to make selective approaches to them. Unlike these purposes of it, however, there appear various problems in the process of applying it to the field. First, without any big difference from previous consideration, current rating system only gives out rating marks. Second, (as a more fundamental problem) its standards and its items are vague. thus broadcasting companies have different interpretations about the standard. Moreover, programs' scheduled time, target audience, and program rating affects on rating decision more than rating standard. Third, under current producing system, it is hard for both producer and rating system personnels to rate programs before they completed programs. Fourth, the rating system is duplicated regulation because of post facto consideration of Broadcasting Committee and The Youth Protection Time of The Commission on Youth Protection. Fifth, even though the systems is works without any problems, it is still practically impossible to control approaches from adolescents using digital media technologies (including internet VOD or re-run). Finally, because of lack of promotion about the rating system, there are perspective differences between audiences and producers and absence of its real usability.
