During the Chosun Dynasty, a variety of loan clubs(gye in Korean) were prevalent. Iseo Group in the Yeonggwang area organized Sagye in order to promote mutual friendship and to help pay for a funeral ceremony. The membership of Sagye, established in 1587(the 20th year of King Seonjo), consisted of a small number of qualified Iseo. Those who had certain status and financial power only could maintain the qualification for Sagye membership. They enhanced mutual friendship through Sagye and further intended to be concerned in Iseo Group’ s internal order.
In 1796(the 20th year of King Jeongjo), Nogye was established again. Nogye was originally organized as Ginohoe which was the meeting of retired Iseo from Jakcheong. Its membership should come from Jakcheong, not just from general Cheong. The reason why the membership of loan club was distinguished as such was the incorporation of Gari into Isoe class, and subsequent disturbance of Iseo Group’s internal order in the late Chosun Dynasty. In that case, why was Nogye established again?
Sagye was very closed in its operation order. Eligibility of loan club membership was transmitted and took an unfriendly attitude toward emerging power. Once it accepted other members who had different status from the existing members due to financial difficulties, but it was only a temporary exception. Sagye members wanted to clearly distinguish a class participating newly in Iseo Group from them. But such closingness was not desirable to stabilize the entire Iseo Group. In this context, Nogye was established again.
Nogye was organized as a part of stably maintaining Iseo Group’s internal order. Although its membership was limited to the members of Jakcheong, non-members of Jakcheong were organized as substructure in order to support a financial part. But the fact that Nogye intended to play the part of internal order with its center on senior Iseo suggests that it was not different from Sagye. It brought about the indifference of general Iseo, who was continuously treated discriminately, toward the operation of loan club, and finally loan clubs could not help stopping its operation.
Although Iseo Group’s internal order, which Iseo Group wanted to hold, fell down, it did not mean their social ruin. They still sustained their status as the middle-class even after reorganization of local system in 1895(the 32th year of King Gojong). Then they reorganized Nogye as the meeting of influences during the Japanese ruling period.
