This is a study on the government offices of prime ministers in the early period of the Koryo dynasty. It is said that the chancellors of the Koryo are Munhashijung(門下侍中), Pyungjangsa(平章事), Chamjijungsa(參知政事), Jungdangmunhak(政堂文學), Chimunhasungsa(知門下省事), which are belonged to the Chancellery for State Affairs(中書門下省). From Taejo to Songjong, however, there existed totally different systems of the government offices for the chancellors. Therefore, I would like to study on the composition, the establishment, and the change of the government offices for the chancellors.
First of all, it seems that there were three chancellors from three different government offices of Kwanpyungsung(廣評省), Naebongsung(內奉省), and Naeeuisung(內議省). They made policy decisions together. The composition of three chancellors from three different government offices seemed like the system of the Tang dynasty. Maybe the names of the three offices are indigenous to Koryo, but the state of administration looks like the system of the Three Chancelleries(三省) during the Tang dynasty.
Next, all the three government offices were not established at the time of founding the Koryo dynasty. Although two offices were established from the times of the Taebong, it is hard to know the exact time of the establishment of Naeeuisung. Some scholars thought that the time might be about the middle of the time of King Taejo, but I think that after the movement of the capital into Kaesung, Taejo might build Naeeuisung, and finally the office became the second most important government position. Among the three offices, the first was the Kwangpyung and the last was the Naebongsung.
Third, the government offices were confronted by the change in order during king Kwangjong, so Naeeuisung became the first among three offices, and the Kwangpyungsung went down to even the third in order. In addition, new administrative posts were established during king Kyongjong, so Consul(執政) and Naesaryung(內史令) had the power instead of former government offices of chancellors. At last, king Songjong established Chancellery for Stage Affairs(中書門下省) and Secretariat for State Affairs(尙書省) on the basis of the change of government offices until the time of King Kyonjong.
