This paper studies North Korea's response to rising China. With limited power to check or slowdown China's rapid growth, North Korea takes a bandwagoning strategy to incorporate the rise of China and its outcome with North Korea's own interest while minimizing its negative impact. The purpose of such band wagoning strategy is to achieve political stability and economic recovery while restraining the U.S. hostile policy toward North Korea. However, the U.S. led world orders and the delicate changes in the relationship between North Korea and China leaves a complicated choice for North Korea's policy toward China. Under the bandwagoning strategy, North Korea will adopt combined policies of alliance, appeasement and issue based support. In the short run, North Korea will form alliance and appeasement with China by cooperating with China's needs while acquiring support for security and economy. But, in the long run, North Korea will adopt issue based support to cooperate with China under mutual interests.
