Having an FTA seems to be an irreversible trend in the face of contemporary economic competition, because of the sluggish progress of multilateral negotiation owing to the diversity of involved interests. Intraregional trade in Northeast Asia has increased in magnitude, but empirical evidence shows that it bas not been so lively compared to extraregional trade. What needs to be done for activating regional trade and increasing mutual investment efficiency is to institutionalize a freer trade environment in the form of a regional FTA. An economy that is larger in size can gain negotiation leverages vis-a-vis other large economies. A Northeast Asian FTA has an external effect of security enhancement in the region as well. Japan, China, and Korea seem to recognize the necessity for orchestrating their growing economic transactions, but a regional FTA seems to face a jagged course of formation. The multiplicity in regime characters and the difference in economic development, along with the strong opposition of the concerned interest groups and the strategic consideration of the U.S. status in the region, appear to be the major constraints, among others. The imperative of a regional FTA comes from the opportunity cost of not having one. A Northeast Asian FTA is no longer a matter of choice but a matter of when and how to pursue it. Promoting regional economic integration asks for both determinate political leadership and elaborate policy design. Facilitating a sense of Northeast Asian Community is also needed to enlarge the necessary policy resources. The next several years will be a critical time for Japan, China, and Korea to accommodate co-prosperity.
