The early period of 18th century was the time that the parallel policy ideology of government influenced in Ganghwa. Those were ‘Bojangcheo’ and ‘Marine Defense’. ‘Bojangcheo' meant that Ganghwa could be a temporary capital that King and government immigrate from the capital, Hanyang, when the war or invasion of enemy occurred. ‘Marine Defense' meant defense in the marine neighborhood of Ganghwa when the enemy invaded through the West Sea. ?Ganghwajido? possessed by Korea University Museum and 『Yeojidaejeondo』 「Ganghwabu」 possessed by Sungshin Women's University Museum, these two maps of this period reflected these policy ideology. 「Ganghwajido」 showed the former policy, ‘Bojangcheo' and 『Yeojidaejeondo』 「Ganghwabu」 showed the latter policy, ‘Marine Defense'. These meant that Ganghwa was the important region in geographical cognition for the government policy.
Since enthronement of King Yeongjo, the ideological policy of government for Ganghwa was decreased. So the maps of this period expressed the character of province. 『Haedongjido』 「Gangdo」 possessed by Kyujanggak of Seoul National University was the most representative map books in this period which were the most finely expressed map of Ganghwa province in geographical contents. And this map expressed that Ganghwa was the unique region which contained the special military system with the encampment castle, the coastal barrier and the town castle, which could not be seen in any other place. This unique region was the traditional scenery of Ganwha until 19th century.
