Small towns in Korea have been experiencing a steady decline in their populations during the past decades of development. These small towns play an important role as centers of rural areas. After the establishment of municipalities, public interest in small towns has increased, particularly as they can serve as important areas of national polity for balanced development.
The purpose of this paper is to determine the relationship between population size and urban facilities of small town centers. The research includes surveys and analyses of various types of activities in 39 small town centers between 1985 and 2005. From the results, it was determined that there is a hierachy of the size of urban facilities according to the population of small town centers. Therefore, this paper concludes it is necessary to provide new policies and strategies to develop small towns more efficiently. Also important is the creation of planning programs that reflect the given conditions of each small town.
