The purpose of the present study is to examine which ones among the independent variables (problem recognition, constraint recognition, and involvement) of the situational theory are more influential than the others on the dependent variables (information process and information seeking) in terms of hierarchical order particularly with the samples of North Korean refugees and find what kind of practical values would be obtained from the results for a possible projective public relations campaign in North Korea. Involvement is an influential predictor of North Koreans' communication behavior in conjunction with outside world issues. The traits of involvement found in this study are somewhat different from those of the traditional concept of involvement. Involvement here is a criteria to select a type of medium between mass media and interpersonal networks, which reveals its alternative medium selection function. Implications from the results for a possible projective campaign is suggested.
