As democratization and decentralization have been progressing, our society has experienced a variety of public conflicts with difficulty. The current government has tried to enact so called the “general law on public conflict management.” One of the conflict management techniques suggested by the law is the “conflict impact assessment.” The purpose of this paper is to introduce and apply the procedures and contents of the conflict impact assessment to the conflict on the reconstruction plan of the Seoul National Hospital. Specifically, this paper covers the identification and interviews of key stakeholders, the classification and analysis of conflict issues, the alternatives for conflict resolution, and the design for public participation. Finally, this paper suggests several considerations for those who would conduct a conflict impact assessment.
